Whisper Valley Master-Planned Development
Whisper Valley residential is located east of the SH-130 Tollway near Manor, TX, approximately 25 minutes from downtown Austin. The 2,063-acre master-planned community is committed to sustainability, affordability, and cutting-edge technology. Whisper Valley aims to make sustainable housing affordable through EcoSmart Solution, an innovative green energy service provider. Every home connects to a geothermal energy supply system. The GeoGrid can reduce energy consumption by about 65 percent.
HR Green’s land development team was hired to provide design and planning support. Plans for Whisper Valley include the development of over 600 acres of creatively designed residential neighborhoods and business districts, in addition to 600 acres of beautiful parks, scenic trails, and pristine forests. Future neighborhood services include restaurants, retail, office areas, two school campuses, an emergency services center, and a transportation center.

Innovative Infrastructure Meets Strategic Forethought
HR Green overcame a unique set of challenges due to the complexity of the Whisper Valley residential infrastructure plans and location of the land development. Coordination between Travis Country and the City of Austin was required for project approval. Our team leveraged our strong relationships when navigating the dual review process of multiple entities, helping expedite processes.
The complexity and scale of the Whisper Valley development inherently required a large number of contractors working in tandem. One of Whisper Valley’s unique aspects was its community-wide geothermal energy network. Being our first project that incorporated a geothermal network across an entire community added an intricate layer of complexity, requiring intense attention to detail.
Deadlines to complete the early phases of construction became urgent as the influx of people to the area increased, and Tesla opened Gigafactory Texas nearby. The original land plan was updated to ensure sufficient housing would be available sooner to meet the increased demand. Concise project management between our team, land planners, traffic consultants, and other contractors ensured high-quality results met deadline goals.
Design for the Whisper Valley residential began with identifying the overall purpose of the neighborhood, a master-planned community committed to sustainability, affordability, and cutting-edge technology. This vision was met through careful methodology and a detailed layout for constructing the necessary infrastructure. Details such as water treatment systems and transmission lines were considered to ensure easy energy distribution and long-term support of the community-wide geothermal network. Whisper Valley residential has become a renowned example of how a master-planned community should be designed and constructed.
Developing Award-Winning Communities
Whisper Valley residential has been a roaring success following the completion of the initial construction phase. Already the newly built community provides an atmosphere of belonging and togetherness.
Additionally, the neighborhood is continuing to grow in popularity – plans are in development for new schools and libraries, as well as a 600-acre park. To make this development unique within the Central Texas landscape, a trail network will be designed in partnership with Travis County. Overall, the thoughtful design of the one-of-a-kind energy infrastructure meets the ever-demanding requirements of today’s modern lifestyles.
