Challenge: Metropolitan Council Environmental Services (MCES) needed help with the Brooklyn Park interceptor, which was in poor condition and serves several neighborhoods along the Mississippi River. Homes were equipped with shut-off valves to prevent sewage back-up, but that also meant the homeowner could no longer flush toilets or run water in the drains.

Solution: The project evaluated rehabilitation and replacement of the corroded interceptor. Most of the interceptor, constructed in the 1990s was RCP with an interior lining to resist hydrogen sulfide attack. Television inspection revealed widespread failure of the coating, leading to substantial degradation of reinforced concrete pipe. Over the course of several years and projects, HR Green teamed up with MCES to provide preliminary design, final design, and construction phase services for the Brooklyn Park Interceptor Renewal.

HR Green proposed an open-cut pipe replacement in lieu of Cured-in-Place-Pipe (CIPP) in areas with frequent back-ups. This method increased the pipe capacity and separated direct connections by routing residential flow through a new city sewer and upgraded lift station.

Moreover, it eliminated the need to displace 54 residents for a week, as would be the case with CIPP rehab. In addition to this new, larger interceptor, much of this section of interceptor received new parallel city sewer mains and an upgraded city lift station with a goal of separating MCES and Brooklyn Park systems, along with preventing backups into homes.

Benefit: The rehabilitation project greatly extends the life of the interceptor and surrounding infrastructure. The transformative accomplishments are the improvements to the community, eliminating sewer back-ups, and given the proximity to the Mississippi River, this project also offers long-term protection to sustain the river.
