Challenge: The Route 94, Route 364, and Muegge Road Interchange project in St. Charles County, Missouri, added capacity, safety, and mobility enhancements at the previous interchange constructed with the initial Page Avenue improvements of 2003. The following traffic movements to Route 94 and Route 364 previously did not exist.

  • East and westbound Route 94 to northbound Muegge Road
  • Southbound Muegge Road to east and westbound Route 94

Solution: The Muegge Road Interchange project consists of an innovative Diverging Diamond Interchange (DDI) with a signalized condition at the north end of the Route 94 bridge. To accommodate future travel volumes, the bridge over Route 94 was widened to the east to accommodate an additional southbound lane. Adjacent roadway improvements support the new traffic movements. A lane was added to both eastbound and westbound Route 94 from Muegge Road to Interstate 70, which completed MoDOT’s goal of providing 3 through lanes on Route 94.

Multi-source Project Funding

The project was a joint effort between MoDOT, St. Charles County, and the City of Saint Charles, with each entity providing funding toward the ultimate goal. Cost Share funding, STP funding, Road Board funding, and local funding were all used to make this project a reality.

Innovative Use of Project Management Consultant

MoDOT was the project sponsor and implemented an innovative development strategy around the HR Green Design Team, making them the Project Management Consultant (PMC) for the project. This means HR Green served as the internal Project Manager just as a MoDOT PM sitting at the District office would, interfacing with the Central office, and other District staff, hosting Core Team meetings, and performing other administrative duties on behalf of the District to complete the design. Additionally, the Design Team served as the project’s Resident Engineer and administered the construction contract through its subconsultant.

Benefit: The resulting interchange provides direct access for all movements, improves the safety of the traveling public, and reduces adverse travel for motorists traveling to and from Muegge Road without degrading the existing MoDOT or adjacent transportation system.
