Hemet
The City needed a firm that could serve as a City Engineer, accelerate the delivery of capital improvement projects, and manage the land development process while assuring the development community pay fair share costs for study reviews and plan checks.
HR Green assigned on-site engineering and construction management staff and quickly established procedures and protocols to accept and track plan check subdivision plans and costs. As a result, costs are fully tracked and there is a 95% cost recovery for provided services.
In addition to daily city engineering administration, as City Engineer, HR Green has also been responsible for CIP project administration, permit counter support, and multi-agency and stakeholder coordination, as well as the delivery of a backlog of CIP projects. HR Green has also prepared grant applications and staff reports for City Council, as well as land development/development review, permit processing, and utility coordination.
Highlights include:
- Weekly meetings arranged with developers/homebuilders to review project status and coordinate with the Riverside County Flood Control and Water Conservation District to address citywide drainage deficiencies.
- Collaboration with Caltrans to facilitate construction improvements to a primary thoroughfare.
- Development and delivery of a multi-year CIP program that brought forward nearly $60 million worth of projects from all departments.
Palos Verdes Estates
The City was seeking a consulting firm to implement a proactive municipal management approach and leverage the latest technology and best practices in delivering comprehensive Building and Safety and Engineering services.
HR Green has provided a customer-focused City Engineer and Building Official along with on-site and field personnel who have delivered a 10-year CIP management plan and utilized GIS to manage City assets as part of our full service engineering and Building and Safety responsibilities.

Jurupa Valley
As a new city, Jurupa Valley needed assistance in its transition from County to a newly incorporated city and ongoing, daily operations.
HR Green coordinated a seamless transition and has assigned 40+ multi-faceted staff at City Hall and/or in the field. The HR Green team has managed daily Building, Engineering, Development, and Public Works departmental operations, which included:
- Development of a Pavement Management Plan involving 400+ miles of streets
- Procurement of grant and developer funding to fund high-priority infrastructure needs
- Development and implementation of a multi-year CIP
- Implementation of Accela as the City’s automated permitting system
