Highway 34 is the major arterial through Madison carrying traffic through residential and commercial areas of the City. The Highway 34 reconstruction project was divided into approximately two 1-mile segments and will be bid as two separate bid packages in different construction seasons.

The existing roadway section through Madison was a 4-lane urban arterial striped as a five-lane section. The new section consists of five 11-foot lanes. The reconstruction project included the removal and replacement of existing concrete pavement, new storm sewer, curb and gutter, sidewalk, and retaining walls. A lighting analysis was also performed to compare the economics of LED streetlights versus the current HPS standard. Following the analysis, the City requested LED streetlights be incorporated into the project.

The Highway 34 Reconstruction included right-of-way and easement acquisitions for 135 parcels along with the project. Following the preliminary design, two public meetings were conducted for the community and property owners. One-on-one meetings were held with the property owners along each reconstruction project to explain the impacts on each parcel and ROW/easement needs.

Under a separate agreement with the City of Madison, the design of a new water main and sanitary sewer along the project was prepared. In addition, utility coordination meetings were held with the private utility companies to identify potential conflicts and private utility relocations necessitated by the roadway project.
