Challenge: The food processing facility in Clinton, Iowa has an aging wastewater treatment plant that discharges directly to the Mississippi River. The City of Clinton, Iowa upgraded its wastewater treatment facility with the capacity to treat wastewater from the food processing facility. The private client wishes to decommission their wastewater treatment plant and pretreat the wastewater prior to discharging it to the City sewer. Pretreatment includes a DAF (Dissolved Air Flotation) unit at the oil house and a pH neutralization system at the food processing facilities’ wastewater plant. The existing DAF unit is at the end of its design life and requires replacement.

Solution: HR Green completed a site visit to observe existing conditions and meet with plant staff. Per the RFP, the following deliverables will be completed by the summer of 2025.

  • Process and Instrumentation Diagrams for the DAF process
  • DAF pump sizing and specification
  • Design for the pH neutralization system. This included civil, structural, process, mechanical, electrical, instrumentation, and controls engineering as well as topographic and utility survey and geotechnical engineering.
  • The design was completed in a 3D model utilizing a 3D laser scan that was provided by the private client.

Benefit: The new DAF and pH treatment system will allow the food processing facility to meet the City of Clinton’s pretreatment requirements. Since they can send their wastewater to the city, they will no longer be responsible for operating a full-scale wastewater treatment plant and maintaining an NPDES permit with the state.
